Guastella Associates, Inc. is a consulting firm established in 1978 by John F. Guastella, specializing in providing rates and valuation services to public and privately-owned water and sewer utilities. Our central office is located in the heart of historic downtown Boston with additional offices in Florida, New York, and New Jersey.

Staff members have experience in virtually every aspect of utility rate setting and valuation.  Professional advice and expert testimony has been provided on behalf of clients throughout the country.

We have also been responsible for the management of utility systems and the regulation of privately owned water utilities.  Prior to the forming of Guastella Associates, Mr. Guastella was Director of the Water Division of the New York Public Service Commission and responsible for the regulation of rates and service provided by approximately 350 privately-owned water utilities.  During the period 1987-1991, Mr. Guastella also served as President of a 5,500 customer water utility.
